Notoane R. Russell is a cybersecurity executive with more than 20 years of experience across enterprise financial services and the U.S. Department of Defense. He builds and leads security architecture practices, with current focus areas spanning AI governance, data protection, insider risk, and encryption strategy.

He served 20 years in the U.S. Army, retiring as a Chief Warrant Officer 3 in cyberspace defense, where he supported network defense operations at global scale. In the private sector, he has led enterprise security architecture for a Fortune 100 financial institution, establishing firmwide architecture standards and partnering with executive leadership to translate strategy into actionable technical roadmaps.

Notoane also teaches information technology and cybersecurity as an adjunct professor at the University of Maryland Global Campus and mentors emerging technologists through i.c.stars Milwaukee.

He holds an M.S. in Cybersecurity from the University of Maryland Global Campus and maintains the CISSP, CISM, and multiple GIAC certifications, along with the Google Cloud Generative AI Leader credential.
